City Could Outlaw Most Day Labor Sites AUSTIN, TX (2005-12-12) A group of labor leaders and clergy will be holding a candle light vigil for worker's rights Tuesday. The organizers hope that the city council will not pass changes to the public order ordinance when they meet Thursday. The proposed changes are intended to cut down on panhandling, but as KUT's Michael May reports, it could affect day laborers as well.
